The Knesset gathered for a special holiday session at 11:00 Am this morning (Wednesday). The special session was requested by 25 Mk’s; which is the minimum amount of MK’s who can request a special session, as the law stipulates.
Among the issues that are on the agenda: The Second and third vote of the ‘planning and building’ bill, which calls for the increase of regulation and penalty for unlawful construction.
Although the Bill is called the ‘Kamenits law’ and does not make any specific mention of the Arab sector, in reality it’s mainly focused on the Arab sector which has built thousands of illegal structures in recent years. If passed, the law will mandate more intense law enforcement and an increase of fines for illegal construction.
The bill which is expected to be voted on today, has already been approved by the ‘internal committee’ during a hearing that was held earlier this week. During the hearing, head of the ‘internal committee’ Dudu Amsalam, explained the aim of the law. “The Importance of the law is the mindfulness that it creates, that the Arab sector should understand that the State is acting according to the law. At the same time, we have to assist in outlining plans for Arab towns”.
Referring to the ridiculously reality that Arabs aren’t always treated according to Israeli law, even though they live in Israel and are Israeli citizens, Amsalam added saying, “We want once and for all to merge all the systems to function as a state of the law.
No one has an interest in destroying. We want to settle (illegal building) through the maximal flexibility possible, but if someone built on national infrastructure, it’s the interest of everyone that it should not be permitted”.
MK Abdallah Abu Maraf from the ‘Joint Party’ (Arab) commented on the bill saying, “The ‘Kamenits law’ is another law which expresses the continuous discriminatory policy of the Netanyahu administration towards the Arab citizens of the country. It is a law that will place cruel fines and accelerate the destruction of homes that are not settled (lawfully)”.
