Netanyahu's layout presented • What are differences between it and Lapid's layout?

The 'Netanyahu Layout' in contrast to 'Lapid's Layout': Likud-Beiteinu and Yesh Atid differ about the right solution to the issue of recruitment of yeshiva students.

At the negotiation meeting held yesterday (Monday) between teams of the two parties, the ruling party representatives presented the Netanyahu Layout, to increase the percentage of recruitment among the Haredi public. The current layout was formulated by Prof. Eugene Kandel from the National Economic Council and is based, with slight variations, on the Ya'alon Layout.

The main difference between it and Lapid's layout , is that 'Netanyahu Layout' does not limit the number of students receiving an exemption by means of 'quotas', but sets targets for recruitment and acts to increase the amount of servants gradually and over time.

Yesh Atid wants to reduce the number of exempt recipients to only about 400 students. On the other hand, while Yair Lapid offers exemption of all yeshiva students over the next five years, the Netanyahu Layout wants to start the change right now. "Contrary to Lapid's outline, which only begins in five years, the percentage of recruitment here starts immediately," said Likud-Beiteinu.

Netanyahu's representatives are aware that their layout too will not be accepted by the haredim. "There will not be an agreement of this outline by the Haredim, and they will demonstrate against it," the said truthfully. However, they say: "In the end it will be possible to implement the plan."

Another essential difference between the two plans is that the Netanyahu layout's way to increase funding is economic. This principle is evident from those who formulated the outline, professor of the National Economic Council, and goes throughout the entire program.

The primary sanction is comprehensive: in case the Haredi percentage of funding will not be as the target set - 50% within a few years - all budgets of Haredi yeshivas will be cut. The criticism in Yesh Atid focuses on this detail as well: "The outline is based on economics rather than law. It is simply not relevant."

On the other hand, the Jewish Home is currently formulating its plan to recruit the haredim. According to estimates, the program they will display will be closer to Lapid's layout, rather than the prime minister's plan.
