Cleared for publication: ISA foiled kidnapping 'in the act'

Cleared for publication: Special ISA forces, along with the assistance of a special Border Police unit foiled an Islamic Jihad squad kidnapping attempt in Israel, when the squad was in the midst of activity aimed at kidnapping a soldier or a civilian in Israel for bargaining use.

The squad was arrested on the civil New Years Eve (January 1, 2013) in the morning, near the Ayal checkpoint, east of Kfar Saba. In the car of the measures were found that were supposed to help them in the kidnapping - ropes, duct tape, balaclavas, Japanese knife and a tear gun.

Main activists in the squad are:
• Sayyid Manjer Div Jasser, 20, from Jenin.

• Tawfiq Khader Tawfiq Ag'barih, 19, from Jenin.

• Yussuf Hassan Yousef Warda, 35, an Israeli citizen resident of Kalansua

During the ISA investigations, the squad members admitted that they have committed, for two days, a number of attempts to kidnap soldiers or civilians at bus stations and train stations around Sharon and their center, but they didn’t succeed because the soldiers and the civilians refused to board their vehicle.

In light of this squad members decided to try to kidnap those returning from New Year's Eve celebrations, and since this too failed, they spent the night prior to their arrest in their car near the Ayal checkpoint, the intention was to continue attempts to kidnap the next day.

According to plan, the intent of the squad members was to transfer the captured to Jenin and then to conduct the negotiations for his release. This was done by relying on the blue ID card of Yussuf Warda for passing the West Bank checkpoint.

Following the investigation of the operatives by the Shin Bet an additional eight other activists from the Jenin area were arrested in conjunction with the IDF. Interrogation revealed that they were or were supposed to act as part of the infrastructure.

ISA investigation shows that targeting of the terrorists and financing was carried out by an Islamic Jihad activist from Jenin, former prisoner guided by another Islamic Jihad activist from Samaria, imprisoned in Israel. Following Israel squad thwarting and attempt to arrest him he turned himself into the Palestinian Authority security.

In addition, in cooperation with the Israel Police / central unit, another Israeli citizen was arrested, Annas Khalil Muhammad Jabarin, 19, a resident of Umm al-Fahm, who let the squad members sleep in his house the night before the arrest. Annas's father, a Palestinian resident living in Jenin, the mother is an Israeli citizen who thanks to her; Annas received the Israeli identity cards. Annas himself divides his time between Jenin and Umm al-Fahm.

Investigations revealed that Annas was aware of the intention of the squad members to kidnap, yet let them sleep in his home. During his investigation he turned in weapons type Carl Gustav he held in his father's home in Jenin.

Today (Sunday) severe indictments were filed with the District Court sitting in Lod Center against the Israeli detainees, Warda Yussuf and Annas Jabarin with charges of attempted kidnap for confinement and kidnapping for extortion attempts, contact with a foreign agent, providing services to an illegal association.

It should be noted that this is a most significant thwarting in fast and quality collaboration of all the security forces, for the arrest of a dangerous squad, which was operating for the kidnapping of an Israeli soldier or citizen of Israel.

This demonstrates, once again, the intention of the terrorist organizations who continue to carry out kidnappings to promote the release of prisoners, while prominent involvement of terrorists imprisoned in directing terrorism. It is also apparent that terrorist organizations are continuing their efforts to make use of Israeli Arab sources to promote their goals, focusing on exploiting the freedom of their movement which the blue identity card gives them as well as the ability of residents of the West Bank into Israel and smuggling of Israeli Arabs in their vehicles.
