Hgry"g told a story which took place with the Chazon Ish zt"l many years ago in Petach Tikva, whose founders were Torah observant, and during its early days there was no public Shabbos violation like today, and even a secularist who wasn’t Shabbos observant was ashamed to violate Shabbos in public.
"Once a person was seen watering his garden in public on Shabbos, and people were shocked. They went to Bnei Brak to the Chazon Ish zt"l and asked him what to do. The Chazon Ish heard the question and thought a few moments and then he said that he isn't surprised, because if there are Shabbos observant Jews who are reliant on the eruv, even though one cannot rely on it, then they cause the secularists to violate Shabbos in public, because lack of strictness in halacha has an impact far and wide. However, the next time the eruv was broken, the Chazon Ish sent someone to fix it, so that people will not fall in a real prohibition.
