The Chazon Ish heard the question and thought a few moments and then he said that he isn't surprised, because if there are Shabbos observant Jews who are reliant on the eruv, even though one cannot rely on it, then they cause the secularists to violate Shabbos in public, because lack of strictness in halacha has an impact far and wide. However, the next time the eruv was broken, the Chazon Ish sent someone to fix it, so that people will not fall in a real prohibition.
