Hatzalah Union and Hatzalah Gush Dan agreed: cease-fire
After a struggle filled with shameful events – leaders of Hatzalah Union and Hatzalah Gush Dan met, mediated by Rabbi Chananya Tzulk, and signed a peace treaty • What are the new rules and penalties?

During the last two years there has been a lot of tension between the emergency rescue organizations, Hatzalah Union and Hatzalah Gush Dan, in the city of Bnei Brak. Once in a while the verbal confrontations deteriorate even to physical violence. Recently, increased friction took place between the volunteers, and sometimes caused harm to human life.
Since the Hatzalah Union branch opened in Bnei Brak, clashes started between the organizations. Rabbi Chananya Tzulk, chairman of the charity organization Ezer Metzion, tried to make peace between the organizations - but all attempts failed.
Rabbi Tzulk recently summoned to his office the President of Hatzalah Union Eli Beer and chairman of Hatzalah Gush Dan, Asher Shlomovitz.
Yesterday evening (Tuesday), the parties met and were mediated by Tzulk, and after several hours of discussions, a peace treaty was written and signed between the Hatzalah Union and Hatzalah Gush Dan in Bnei Brak, which should eliminate future disturbances in saving lives and shameful fighting in patients home.
Part of the signed agreement states that if any volunteers will not keep the new rules, it will be brought before Rabbi Tzulk, and he will decide whether to suspend the volunteer.
A year ago, a similar agreement was made, but after only one month it was violated - by the parties, since it didn’t determine disciplinary action against violators of the rules.
In a letter Eli Beer wrote to volunteers at the Hatzalah Union he said: "I am delighted with the agreement and I hope that we'll all sanctify Hashem's name in public. I ask all of you to honor the agreement, there will be discounts for anyone who does not respect the agreement on both sides. In another month we will meet again with Rabbi Tzulk to strengthen the cooperation and relationship between the organizations and resolve the remaining differences. "
Moshe Horowitz, Hatzalah Gush Dan spokesman confirmed the information. Rabbi Chananya Tzulk declined to comment.
And these are the agreement chapters obtained by B'Chadrei Charedim:
• Organizations operating in the city will respect each other, and seek to save lives together - without dispute and without blasphemy.
• When an emergency call is received and two volunteers arrive from one organization, then two volunteers from the other organization can enter.
• If an ambulance driver will arrive then he will also be able to enter the house.
• If there are three volunteers from one organization, the third will give up his place for a volunteer from the other organization.
• Ambulance evacuation - when it arrives - will come with all the staff and manage the event, and of course - with mutual respect.
• Volunteers (from both organizations) who do not respect the rules will not be able to continue to volunteer.
• If there will be friction it will be brought immediately before Rabbi Tzulk, who will decide on further treatment etc..
