Resident of East Jerusalem soiled in public and was fined one shekel.
Mansour Salem, a resident of East Jerusalem was observed by municipal inspectors as he placed construction waste and garbage in public.
The man ignored warnings and went on with his actions, the angry inspectors gave him a number of reports, some of them one after the other.
The defendant did not bother to show up but the Judge - Sharon Larry-Bavli, who noticed the duplicate reports expressed her surprise about the conduct of the municipality.
Some of the reports were written that same minute by the same inspector, partly recorded in two separate reports the same minute by two different inspectors - when each of the inspectors was recorded as a witness to claim in the other's report, and some were recorded a few minutes apart, by two inspectors, without giving the defendant an opportunity to clear the debris in a reasonable time.
"This conduct is nothing but harassment and abuse of citizens," the judge ruled, "it is the exploitation of authority, power and rule unlawfully. Multiple reports leads to contempt for city inspection and fines imposed by it, to the helplessness of the citizen whose debt rises within a few minutes to an amount of a few thousands of shekels".
Therefore the judge sentenced a fine of one shekel only on the defendant. That too spread for long term.
