Coalition chairman MK Ze'ev Elkin from Likud-Beiteinu reveals the cards, and suggests that Netanyahu is going to form a government without the ultra-Orthodox.

"The prospects for the establishment of a Zionist government headed by Netanyahu without religious parties are not slim," said Elkin at a panel at the Hartman Institute in which a candidate to the Knesset from "Yesh Atid", Aliza Lavi, also took part.

Elkin said, "Maybe I'll surprise here. I think the odds are not slim for a government of this sort, not only because of necessity but because the Hareidi parties in this election are openly running not as part of the right-wing bloc. This time there is no such thing as right-wing bloc's because the stated position of the Hareidi parties is they will go with whoever will solve their problem of (military) service when the working assumption it is rather the Left which knows to solve this problem more effectively.

"Since the Haredi parties are assuming they do not owe anything to anybody," declared Elkin, "then Likud does not owe anything to the Hareidi parties."

Elkin noted that the ability of the Right to respond to the demands on service are smaller than the Left.

He said that the combination of the two factors "can lead to the Hareidi parties outside the coalition, even when they want to enter. There will be dynamics here that they could not give up the threshold condition that we can not meet. I can not tell if this script is necessary, but it is definitely possible."

He said that what makes the realization of this scenario difficult are the declarations of the factors of Labor and the movement headed by Tzipi Livni, that they would not sit with Netanyahu.

"I'm not sure there can be a coalition without the Hareidim given these data. But if there can be, I would not be surprised if it happens."

Lavi said her major objective in the Knesset is to be elected to the committee of appointing Dayanim and promised to overcome MK Moshe Gafni in the race to the committee.
