Mandy Kaplan, resident of Har Chabad in Kiryat Malachi, attended on Friday ten days ago the funeral of his friend Itzik Amsalem hy"d, who was killed as a result of being hit directly by a Grad rocket at his home. During the funeral a eulogy was also carried out by Mayor Motti Malka, until the siren interrupted his words.

When the siren sounded Kaplan burst out at Malka, and said: "What are you eulogizing him for? You supported the disengagement, because of you we are in this situation." Some attendees joined Kaplan's words against Malka, and some associates of the mayor tried to silence him, but only after a while did Kaplan relax.

Malka continued the eulogy without answering, but did not ignore the words Kaplan said to him, and on Tuesday Kaplan received a summons for investigation at the Police Station in Kiryat Malachi.

"I told the investigator that I was agitated, I cried at the funeral, because I knew Itzik Amsalem well", said Kaplan after the investigation.

In addition, former council member Rabbi Avraham Hershkopf was also summoned for a police investigation. Recalling, Hershkopf who is a Chabad chassid, resigned from his role at the council due to severe disagreements with Malka.

"I have no idea why I was summoned for an investigation", said Hershkopf, "but I understood it is because what had happened at the funeral." Hershkopf had no idea why his name was connected to Kaplan bursting out at Malka. "In addition, this is a democratic country and everyone is entitled to their own opinion, I think the police should focus on other cases which they have been extending for months."

The police decided to file a restraining order for Kaplan from the resident Sammy Vaknin who he shouted out during the same event, and the mayor Motti Malka for 15 days.

Lacish district spokesman, Shlomit Zecharia-Sphir said in response: "I can only say that a complaint was filed at the police station concerning the case, and therefore an investigation was opened."
