Initial release: despite the attempts of Elad mayor, Yitzchak Eidan, to mollify city council members and residents - the internal pressure is growing.

In a letter council city member Shai Nathan released and is revealed here for the first time, he raised serious complaints against the mayor's conduct.

"Sir, I sit and write this letter with mixed feelings," he opens the letter. "On the one hand, to this day I saw you as a partner and as a person chosen to lead the city to move forward, and on the other hand, I am following the deterioration of the city and the rule of law there with concern."

One of the main issues Nathan spreads out in his letter is the budget approval for 2012. "The cuts imposed on us are not easy, let alone cutting wages of employees that entails most of their livelihood. Nevertheless, we voted and we trusted the professional staff at the municipality to lead the process with care, but responsibly."

He reminds Eidan, that according to his request, council members did not vote on the form of the cut, leaving him the choice between cutting widths that would hurt all workers equally or alternatively lay off workers "less necessary in the system".
"You know, as well as me, four years ago, when you came into office; you received a balanced budget that came after many efforts following a difficult and painful recovery on the city of Elad".

In the letter itself he also refers to last week's events when the mayor withdrew his decision to cut 10 percent of the salary of seniors in the system. "Mr. Mayor, unfortunately, last week you did not show real leadership as the representatives of the employees say ... time after time, you backed away at the last moment from instructions you yourself gave and orders given by your senior office staff."

And here he reaches his main point: "Mr. Mayor, due to the current situation today, a situation that you earned honestly due to your conduct in recent years, we must return the deposit we received to Elad residents and announce early elections and the sooner the better. Many city council members support this move although some find it difficult to implement in practice, due to internal political party factions. It is time to show real leadership, admit defeat and go to the polls and give to those who can lead the city at this time to do the job."

Adding insult to injury

In parallel to the letter Shai sent the Mayor, he also sent a letter to Mrs. Ruth Yosef, director of the Interior Ministry's Central District, where he criticized the conduct of Eidan for not bringing about a budget amendment in 2012 so far.

"Ever since the "deaf" dialogue is going on between the district and Elad municipality for reasons best known to it they are not implementing the streamlining plan prepared by the City Treasurer whilst the city has been 10 months without an approved budget.

"We must act as required under Section 206 C and order the Council's end of term or the end of the term of the council and mayor as required in this particular case, and within 14 days the minister must appoint a commission to the function of the Council and the Mayor or the functions of the Council."

"Despite the best intentions, I cannot understand why the residents and children of Elad should be punished for the failures of the management of the city and why the development budgets for new classrooms are delayed when the school year started two months ago Why are funding for the development of kindergartens delayed, the establishment of computer rooms or accessibility classes for children with hearing disability, or alternatively budgets for the construction and arrangement of roundabouts and safety measures near schools and kindergartens? Do we not add insult to injury and sin this way towards the residents Elad? ".
