French police: Massacre in Toulouse - "could have been avoided"

More than six months after the massacre at Ozar Hatorah, Police Internal Investigations Unit in France publishes a sharp report • "It's not just human error, this is neglect, problem of management

More than six months after the brutal terrorist attack at the Jewish school in Toulouse, which killed Harav Jonathan Sandler, his sons Arye and Gabriel and Miriam Monsngo hy"d, the French admit: the attack could have been avoided.

On "France 24" an official report of the Unit of Internal Affairs was published about the French police hunt for the terrorist, Mohammed Marrah. Authors of the report admit that intelligence had followed him since 2006 for "disturbing activity" and 15 criminal convictions, but did not do enough to stop him.

Four years after the first follow-up, in 2010, the local police track started following him again after a visit to Afghanistan, but it was a cursory investigation.

A year later, in 2011, the Toulouse Police followed Marrah closely following his approach to radical Islam, but even then did nothing, despite serious concerns that he will deal with terrorism.

"This is not just human error, this is neglect, a problem of management and gaps between police, intelligence agencies and those responsible for public safety," the document states.

In conclusion the report states that an improvement is required in the following areas: cooperation between various intelligence agencies, upgrading the tools used to monitor and track suspects while in prison.
