Will the haredi parties agree to the Shaked outline? Tonight (Monday), heads of the haredi parties met with Prime Minister Binyamin Netanyahu in his office in the Knesset to discuss the draft law amendment.
During the meeting, Minister of Justice Ayelet Shaked suggested an outline on criminal sanctions - which according to her will stand up to the test of the Supreme Court. However Minister Litzmann said that he will insist that the coalition agreement with the haredi parties be fulfilled to the letter of the word.
According to Shaked's new layout, if haredim will not stand up to recruitment targets determined for them, the authority to operate the criminal sanctions will be transferred to the defense minister, and it will be in his hands to decide whether to apply them or not.
This outline, although it restrains criminal sanctions and gives discretion to the minister of defense, still leaves the possibility of sanctions - contrary to the coalition agreement between the Likud and the haredi parties.
Haredi parties would find it hard to live with an outline that leaves the option of criminal sanctions - after the previous term, in which they set out on an all-out war against the criminal section.
The Health Minister who is visiting London these days, related this evening too to the enactment of the amendment to the recruitment law and said, "I will insist that every word in the coalition agreement be fulfilled, in the recruitment law and in yeshivos."
As recalled, as revealed initially by Behadrey Haredim today, the haredim also require making a change concerning the adjustment period, which was designed in the original law to end in Tammuz 5777 (2017), and in the amendment is extended by 3 years. The Haredim are asking that it will end only on 8th Tammuz 5780 (30 June 2020). This demand will probably be accepted, so too the request for sterilizing and reducing economic sanctions.
