The decision was made by many councils in the West Bank. Southern Mount Hebron Regional Council also issued a letter in Arabic and Hebrew given to the workers. The letter explained that the Council regrets the situation, but workers must explain to the village leaders that they must cease the incitement and attempted attacks against Jews.
