Secretary of the Council of Torah Sages of Agudath Yisrael, Rabbi Mordechai Stern, issued a letter to all heads of seminaries in the country in which he writes that "according to the decision of the Council of Torah Sages, Beis Yaakov is not supposed to provide for the daughters of Israel, but to teach them commandments and Judaism and not to introduce alternative training into seminaries."
Rabbi Stern writes in his letter: "In honor of the important rabbis of the Beis Yaakov seminaries. Council of Torah Sages at its last meeting discussed the ways of education and school curriculum of Beis Yaakov, and their character and decided as follows:
A. Beis Yaakov was built for educational institutions to educate the daughters of Israel Torah and fear of Heaven; we paved the way throughout the generations and keep the girls away from the temptations of the street and also to educate the daughters of Israel to be educators of future generations, God willing, by learning and teaching.
B. Beis Yaakov was not set up to teach the daughters of Israel profession for their livelihood and not to worry about making a living for their homes.
C. In light of this no change to the framework of Beis Yaakov will be made and teaching must be the term for student's acceptance to the institutions, and no alternative training will be introduced unless otherwise decided by the Council Torah sages.
D. The seminaries will take care to raise and to increase and deepen religious studies and education to instill Jewish commandments and that this is the only thing against the ravages of time. "
