Prior to convening of Moetzes: Defense Ministry sent document

The letter, sent without a logo and without references to the Minister, confirms separate drafting • Yahadut Hatorah official to Behadrey Haredim: "not serious, the army can deny it"

An hour before the Council convened, the haredi Knesset members received an e-mail from the Defense Ministry with a document stating that the IDF would be willing to approve a separate reporting for first order. The document came on a regular Word page without the logo of the Ministry of Defense, and without mentioning the name of the Minister of Defense.

United Torah Judaism officials say to Behadrey Haredim: 'It's nothing serious, the army can deny this document, but the Moetzes will decide".


The document sent by the Ministry of Defense:

"Further to the inquiry by a number of haredi MKs to the MOD, the following is the IDF's response:

A) The method of reporting of haredi prospective recruits has been adapted to their needs in a long list of issues to enable the realization of the IDF recruitment processes, deferment and exemption.

Meanwhile, it is worth noting the segmentation of the population according to age, summoning parts of it at designated times and over a long time period and establishing the national Department of yeshiva Services at Tel Hashomer base designed to address the unique needs.

B) As to the subject of the reporting of the initial order, things should be noted:

The issue was discussed in the past as part of the arrangement, it is emphasized that when sending summons to the initial order the IDF does not possess all the information about the sectorial affiliation of a person for military service. Hence, in contrast to summoning of the older population, which has already performed the primary processes and can be identified as Haredi, it is most complex to summon and devote more time to the days of recruitment or recruitment places for these boys beforehand, by the military's initiative.

However, if and when the heads of the haredi public will join the move, we think it can be a possible to concentrate a significant scope of population as yeshiva section, at designated times which will be defined as "consolidated days of recruiting yeshivas." Thus it will be possible to direct the attention and resources of the recruiting office to treat prospective haredi recruits.

In order to examine this possibility and the ability to hold the process versus the actual population, at the volume required in the centers (in a way which will exhaust the office staffs in those days), we will offer to conduct several days of trial in this format in conjunction with the Va'ad Hayeshivos. The more successful the attempt, the more it could be extended for the first order among most of the population.

In summary,

The issue of summoning haredi potential recruits to perform procedures including first order, has been discussed for a long time and has a host of solutions that match the needs of the population. However, the IDF will be willing to make further adjustments as specified, provided that this shall in collaboration and accountability on the part of heads of the Haredi sector. Such joint action will not affect the processes taking place in the recruit centers regarding the general public."
