'National Treasure' affair: indictment against two haredim

Jerusalem District Attorney by Attorney Aviad Dweck, recently filed in the District Court an indictment against a 28 -year-old resident of Jerusalem, and another defendant, 27, in respect of conspiracy, fraud in aggravated circumstances, forgery with the purpose of receiving with aggravating circumstances and other offenses.

According to the indictment , the defendants instructed soldiers or boys who were desiganted for recruitment (Mlsh"bim) how to present misrepresentations to psychiatrists so they can get medical certificates which they will be able to present to the army to relieve them from military service.

In some cases, the defendants falsified the opinion of various psychiatrists and gave them to the soldiers or boys to be recruited in order to show the forged documents to relevant military officials.

In addition to guidance how to cheat the IDF authorities, the defendants helped to deceive the National Insurance (Bituach Leumi) as well: they presented fraud documents to the National Insurance and military authorities with regard to the medical (psychiatric) condition of different citizens to fraudulently receive disability allowances and exemptions from military service in return for payment received by the various plaintiffs.

The defendants instructed plaintiffs who file a claim form for disability with the social security how to present misrepresentations to different psychiatrists and to social security committees. The defendants instructed them what to say and how to behave so that the psychiatrists and hospital committees shall ascertain they suffer of a mental illness justifying eligibility for disability.

In some cases, the defendants themselves attended psychiatric examinations and committees and presented their misrepresentations regarding the plaintiffs. Often they did so while giving false names and posing as other people. Also, in some cases, the defendants falsified the opinion of various psychiatrists and gave them to the plaintiffs to be added with the forged documents to the claim form.

In many cases, due to various misrepresentations, the false claim forms, false and fake reviews, the plaintiffs were granted by committees monthly disability benefits and in some cases the committees determined that the plaintiffs are entitled to a retroactive disability pension.

To this day the damage caused to the national insurance fund is 483 315 NIS. The total loss that would have been caused to the Social Security as a result of the fraud amounts to at least 6,797,553 NIS.
