The Knesset approved by a majority of sixty-three in support with forty-six against and two abstentions, the law of governance.
The law by MK David Rotem, Robert Iltov, and Hamad Amar from Yisrael Beiteinu were joined by MK Ronen Hoffman from Yesh Atid.
In protest, took to the podium, Arab MKs and MKs Moshe Gafni and Yisrael Eichler of Yahadut Hatorah, and silently protested against the law.
Gafni came forward and said: "I find it hard to remain silent, but the educated at this time will remain silent and as solidarity with the Arab parties I also remain silent." Chairman of the meeting – Timno-Shata Penina (Yesh Atid) responded: "Gafni, even when you are silent you provoke a storm." MK Miri Regev said: "When Gafni is silent the walls scream."
Eichler also rose and declared a moment of silence in mourning for "a non Jewish and non democratic state and racist government which sentenced imprisonment of thousands of Torah scholars." He also declared the same in Arabic:
MK Tibi spoke after him, thanked him for his words in Yiddish.
MK Zahalkha put tape to his lips, whilst Meretz members were silent at the podium and Party Chairwoman Galon sobbed for all to see.
Since this is a basic law the coalition had to muster a majority of sixty-one Knesset members. The first part of the approved governance law states that a number of ministers, including the Prime Minister, will be limited to nine of ten ministers and number of deputy ministers will be four.
It was also determined that a no-confidence motion will be submitted once a month only with the presence or at the request of the Prime Minister and sixty-one Knesset members within a week of the request.
The law further says that if the motion of no confidence in the government received a majority of sixty-one Knesset members will be given the status of opposition twenty-one days to establish the government instead of twenty-eight today. Another innovation: post-election government and the Knesset will be given one hundred days to transfer budget.
The Knesset also approved the second part of the law of governance, raising the threshold to 4 percent instead of 2 percent today.
