At 3:15 am after a long day of votes and discussions, the Knesset approved the Decree Budget for 2013-2014.

Four hours earlier, after marathon discussions, the Knesset plenum approved by a majority of 56 and 41 who oppose the law change in national priorities, known as the Arrangements Law, in second and third readings.

The delay in the vote ended in a compromise between the Prime Minister and representatives of the opposition that removed reservations about the budget, but at the same time, it was agreed to delay the approval process of law governance: the new law, which includes raising the threshold to 4 percent rise for first reading on Wednesday. Then - a coalition team will be established by coalition chairman MK Yariv Levin, who will prepare the law for second and third, but the law will not progress further in the first month of the winter session. In a conclusion between Yhaadut Hatorah and Shas with Netanyahu, Knesset Speaker and MK Avigdor Lieberman agreed that the law of the regional registration shall not exceed the second and third vote on Wednesday.

At the end of voting on the Arrangements Law MK Yaakov Litzmann from Yahadut Hatorah and Nissim Zeev from Shas slammed Deputy Finance Minister Mickey Levy from Yesh Atid that he is not telling the truth and that he must undergo a polygraph test, due to his statement that no agreements were reached with the ultra-Orthodox parties about budget items.

Although a compromise was reached with the opposition, that they will appeal to the thousands of objections filed to budget items. Some members of the opposition continued to vote and didn’t pull their reservations - and thus delayed the budget by four hours.

Nahari Law cancelled

In the vote, the Knesset approved the cancellation of Nahari Law - the nickname given to Amendment No. 7 State Education Law requiring local authorities to fund recognized non-official institutions operating in their territory.

However, provided that local authorities will be allowed to continue to fund these educational institutions, while exercising discretion and setting reasonable standards and equality. Chairman of the Education Committee of the Knesset MK Amram recalls, "This is a first step in the list of steps to the committee aimed at strengthening public education in the state."

Despite the cancellation of Nahari Law, in the 2013-2014 school years, the local education authority will participate in budgets of recognized educational institutions not operated within the formal school year 2012-2013. Participation Authority will be based on meeting these educational institutions budgeting conditions as apply in school year 2013-2014 and at no less than - 70% of participation in school year of 2012-2013. This temporary order aims to allow a gradual transition to the reality of the law void.

MK Meshulam Nahari, tried to defend the law and explained: "The participation of the local authority in educational institutions is done using the resources of the residents who come to them, i.e., municipal duties, taxes, etc., payments made equally - by all residents, so there is no logic or justice discrimination against school children - recognized but unofficial schools compared to children in official state schools.

"Unfortunately, in Israel of 2013 there are still children worth more and children who are worth less; Finance Minister is waging war on children. Will this be your splendor? Is this which will be recorded in the history books? This is your splendor of equality in Israel?
