After two and half months of work, the government confirmed today afternoon (Sunday) the recruitment reform, which includes the new conscription law and the Civil Service Law. Now the law will be prepared for its first reading in the Knesset.

14 ministers supported the proposal, four abstained, and no Minister objected. Those who abstained are Ministers of Yisrael Beiteinu ministers - Yair Shamir and Sofa Landver and Yitzchak Aharonovitz who were joined by Minister Uri Ariel from Habayit Hayehudi.

Ministers of Yisrael Beiteinu voted against the law, because they claim it is not equitable in relation to its obligation to recruitment in the Arab sector.

Consultation held this morning with Chairman of Habayit Hayehudi, it was decided that Mr. Naftali Bennett and Minister Uri Orbach will support the equal burden, while Minister Uri Ariel will abstain by his request. Likewise, Minister Naftali Bennett will display support with reservations of Minister Uri Ariel, and will be transferred to the equal burden Knesset Committee headed by MK Ayelet Shaked.

Prime Minister Benjamin Netanyahu's cabinet meeting said: "After 65 years, today we bring government to increase in the equality burden outline. We do this change gradually taking into account the special needs of the Haredi public.

"Our goal is to promote two objectives: integration of young Haredim in the military service and national service, and no less importantly - their integration in the labor market. I would like to thank the members of the committee for increase of the burden equality led by Minister Yaakov Perry, who did an excellent job - you really deserve all the praise. I attach great importance to the integration of Israeli Arabs in the equal burden, and the proposed outline has reference to the subject, but I think it is still not complete, and we will continue to handle the matter.

Minister Perry said: "This is a historic change, issues relating to one of the most sensitive and complex in society, the responsibility for the realization and implementation of the reform now lies with all of us, the government and the Knesset together." "The proposed arrangement embodies a gradual process; with the goal of participating in a significant increase in ultra-Orthodox military and the end when the general public will serve the country."

Housing Minister Uri Ariel said this morning, for the discussion in the government, the draft law on equality burden that he hopes "we can fix the law in the committee of Ayelet Shaked in the Knesset. We make today a significant step toward integration in the Haredi sector. We in Habayit Hayehudi were able to take a bad law and offline and to outline an agreed and appropriate one – which works for haredi integration in a ranked and patient way. I believe that the issue of criminal sanctions will come to a solution to the Knesset committee.

Minister Ariel added and listed the achievements of his movement: "We dropped from the agenda the duty of recruiting girls, we raised the number of exemptions from -150 to -1800 plus 300 in the Zionist high yeshivas, we determined the conscription age as 21 and not 18, the age of exemption will be 26 or 28, and Hesder Yeshivas will be extended to the service of 17 months. I congratulate the committee members for their hard work and hope we can fix the law at the Ayelet Shaked Law Committee and welcome the result."

Yair Lapid finance minister said the law "will be true equality after the cabinet meeting, this is a historic day. This is what toppled governments in Israel, ended politicians careers. Now after three and a half months this government exists we made a historic change."
