Perry Committee held today (Tuesday) the last hearing before the filing of the new conscription law for government approval at the Ministerial Committee for Legislation on Sunday.

The Committee discussed the reservations and comments submitted by the Ministry of Government and the public during the 21 days allotted inquiries and references to the public.

During the discussion the Attorney General presented his opinion, and following the adoption of conclusions he said he trusts his hand on the law: "I am impressed with the effort made by the committee representing the values of service and equality. Although the equality is not absolute, perfect, and there are difficulties, but it is defensible in HC".

Following the opinion of the Attorney General two sections were added to the draft decision approved by the Committee.

First, it was decided that two special arrangements established by law regarding to yeshiva students, postponing service to the age of 21 and potentially as an alternative civilian service for military service, promulgate only a temporary measure and not a permanent arrangement. Validity of time expires in 2020, and then the Knesset will need to decide whether to extend it.

In addition, following the opinion of counsel regarding the settlement conference, the proposal states that the interim period, in 2017, will re discuss Hesder arrangement and length of active service for students. According to the committee's recommendations service was extended by a month. "There is no reason to approve the arrangement in the interim period", it was decided.

Minister Yaakov Perry, who heads the committee, thanked the ministers for their hard work, and stressed that the action dramatically increase the value of equality, but the work is not over and that the test now is to transfer the law in the Knesset. "Public servants have an overwhelming majority in the legislature; I believe we are on our way to the historic law."

But behind the scenes, some songs sound different from the vertices of the Defense Ministry. It turns out that while the chairman of Yesh Atid, Yair Lapid, talks up the need to recruit the ultra-Orthodox, and the Perry Committee submitted comprehensive recommendations on the need to recruit the orthodox, a budget for the operation of the law has not been found and Lapid did not incorporate it in the new budget he submitted.

According to a senior in the security system, "Our goal is to pass the law in the first reading, and then turn to the High Court claiming there is no money to implement it. The army has no problem to get on, as it does today, without an organized law, and certainly it could not get along with the new plans, when no financing source is exercised.
