The Knesset approved a preliminary reading of MKs Shuli Muallem - Rafaeli and Mordechai Yogev (Habayit Hayehudi), stating a Rabbi cannot receive payment or other benefit for the preparation of marriage, which the residence of at least one of them is under the religious council responsibilities where he serves.

The explanatory notes to the proposal stated that "Today, under the law, rabbis who serve at religious councils and receive pay, may simultaneously work at the religious council, charge a fee for arranging marriage for couples who live in the religious council in which they work. The law does not address this matter and the whole issue has been ignored first, only the attorney general guidelines published in 2009. These guidelines prohibit rabbis in the city, neighborhood, community or regional council to charge a fee for arranging a marriage ceremony when at least one spouse resides in the area under the rabbi's responsibility.

However, these instructions do not correct the situation in a satisfactory manner, as according to the rules the Rabbi may charge a fee for arranging the chuppa even when he works at the Religious Council where the couple live. Instructions refer to the limited area of responsibility of the rabbi and the religious council in which he works. For example, the prohibition of certain region Rabbi to charge for arranging a marriage ceremony of a couple living in his neighborhood does not apply if he arranged a marriage ceremony for a couple who live in a different neighborhood under the responsibility of the religious council in which the Rabbi works and gets a salary. Salary paid to him, among other things, is just for this matter. "

61 MKs supported the proposal in a preliminary reading and no one opposed. The proposal will be transferred to the Internal Affairs and Environment for preparing for first reading.
