German advances: Organ donation from dead, except those who declared

Yael German Health Minister promotes a revolutionary law, whereby any person shall be deemed to be agreeing to donate organs - unless declares refusal. This was reported in Haaretz.
The law, promoted in cooperation with the National Transplant Center, states that every Israeli citizen who will renew his driver's license will automatically join a buffer signed donor card. To be removed from the buffer, he will declare the refusal by signing a form.
Another change is today, even if someone signed a donor card, the family can still refuse, German is considering issuing the final decision, "we will have to examine it," she said.
In recent years, there are shortages in Israel of those who agree to donate organs. Family rate of refuse is by about 50%.
