Greenfield argues that many yeshivos and gabbaim of shulls are worried about anti-Semitic incidents that occurred in Haredi neighborhoods, and would like to upgrade their security, but do not do so because of budgetary problems.

"This is the opportunity of all the managers of institutions and Batei Midrash to upgrade the level of security," he says.
