Continues Yishai's way: Sa'ar fights infiltrators

The Ministerial Committee for Legislation approved yesterday (Sunday) unanimously the proposal led by the interior minister, Gideon Saar, for completing the temporary legislation, which prohibits illegal infiltrators to spend money or property abroad during their stay in Israel.

The bill for prohibiting the expenditure of infiltrator funds is designed to deal with the economic incentive behind the infiltration phenomenon in Israel.

Today in Israel there are about 60,000 illegal infiltrators. Professional bodies estimate that out of the scope of activity of 35 currency service providers in south Tel Aviv, at about $ 2 billion NIS per year, one-third of the transfers are of illegal infiltrators – about 680 million NIS. This bill will allow law enforcement personnel to act against money changers and prevent the transfer of huge amounts of money abroad, which are the true stimulus of the serge of tens of thousands of infiltrators to Israel.

The bill provides for the first time a criminal prohibition on the transfer of foreign infiltrator money abroad, both to himself and others who wish to transfer the money for him. According to the proposal and illegal infiltrator can take out money or property from Israel only when leaving the country. In addition according to the proposal that at the date of departure, restrictions will be imposed on the amount of the money that may be taken out from Israel in order to deal with the situation at the time of departure from Israel an infiltrator will take out money or property for another infiltrator. Generally, the amount allowed to be taken out when exiting from Israel will be Israel's minimum wage multiplied by the number of months that the infiltrator spent in Israel.

The temporary framework states that a humanitarian exception will apply permitting the transfer of money from Israel in case a first degree relative is in danger of life and the infiltrator can not leave the country.

At the committee Sa'ar said: "The ongoing transfer of funds abroad by illegal infiltrators is the economic incentive to the phenomenon of infiltration. The law will prevent the transfer of large sums of money abroad and the enforcement authorities to act."

Now, after an approval by the Ministerial Committee for Legislation, the bill will go up for second and third readings in the Knesset, after the bill passed its first reading in the previous Knesset.

Yishai: "Make use of my plans"

This morning, in his Facebook page, Shas leader Eli Yishai called the government to continue his way of treatment of infiltrators: "I call to make immediate use of my plans to eradicate the phenomenon of infiltrators, mainly the populating stay facilities which were initiated by me."

Yishai referred to the assault last night (Sunday) of MK Elazar Stern, and wrote: "The serious incident of assaulting a public official by a foreign national is commonplace for many Israelis, their sons and daughters. The fear of many Israelis to leave their home is a reality against which I fought. There is no solution other than the obligation to take out infiltrators and illegal immigrants from the country directly to their country or to a third country, and those who have righteous criticism - better for them if they will be silent and will not share making Israel into a state of all its citizens.

"Unfortunately, in my capacity as Minister of the Interior I acted to restore Israel to Israelis, and I managed to stop the phenomenon thanks to the construction of the wall, passing the Infiltration Law and completing facilities for stay. The duty of the state is to use all the tools at its disposal, primarily to populate the facilities for stay of infiltrators on their way out - the facilities are designed for habitation and one must use them immediately to the point of complete inhabitation. The unwritten contract between the state and its citizens demands the first to provide maximum security to its citizens – this must not be expressed only within the country but also inside it. "
