For many years it was possible to sell chametz during Pesach in Haifa undisturbed, but the municipality decided this year to change policies and to enforce the chametz law during Pesach and act against this.
The website of Ma'ariv reports that municipal inspectors were instructed to worsen the distribution of fines for businesses which sell chametz, and residents were asked to call the city center 106 and report any business that sells chametz.
"If there are offenders who will sell chametz," said Deputy Mayor Shay Blumenthal, "they will receive fines and summons. The municipality indeed is on vacation on Chol Hamoed, but the municipal call center and general supervision continue to work. Residents who encounter breaking of the law - are asked to report to the center 106".
However, Blumenthal stressed: "Because Haifa is mixed city of Jews and non-Jews, and hence there are neighborhoods which allowed the sale of chametz products. This situation requires a pointed definition of places, and indeed the city inspectors toured these points and defined for merchants where they are permitted to sell chametz and where not."
