Two arrested in Beitar Illit • Mayor and rabbis investigated



Beitar Illit Mayor Meir Rubinstein, city Rabbis, Badatz members and city management members were summoned this morning for questioning by the police.

Focus of the investigation: a complaint filed by one of the marginal youth in the city on the aggressive treatment allegedly in marginal youth in recent years by Nissim Haddad, who was responsible by the municipality, for the treatment of youth.

This morning, police investigators raided the offices of the Beitar Illit Municipality. Researchers took away computers and servers from the city's computers and material.

Meir Rubinstein responded to B'Chadrei Charedim on his way to questioning: "Dearest Hadad, we are so glad we were caught on the words of the Torah."
Nissim Hadad is responsible for the marginal youth club operated by the municipality, and sometimes held city tours to eliminate problems resulting from the phenomenon of dropout.

In recent years, drop out youngsters in the city, claimed that Hadad's treatment is aggressive, allegedly, and was sometimes violent towards them.

Police said Lahav unit has been operating undercover investigation for several months, which involves suspicion of violent crimes and other crimes under the pretext of maintaining the religious character of the city of Beitar Illit. The unit held activities this morning, in which two suspects were detained for further questioning and searches were conducted – mostly in homes in Beitar Illit.

Investigation revealed that the suspects ran a modesty brigade which supervised the religious character, including maintaining order and modesty, on buses and on city streets.

Suspects allegedly committed threats, sabotage on aggravated assault, kidnapping, false imprisonment and expulsion investigation against civilians, some boys and girls who broke according to the suspects the religious character of the city.

Suspects will be brought for a remand hearing tomorrow in Rishon Letzion Magistrate's Court.

Beitar Illit Municipality's response: door set on fire, punctured car tires

"Beitar Illit Municipality operates a warm home for girls in need. The divisions also operated up until a year ago, the program Noh"m led by the Lev Shomea organization. Through this program which was a model to other cities, a medrashia was implemented and rich activities were run for youth and parents. A parents and teenagers center was operated and more.

Under the guidance of the Mayor the medrashia operates every evening / night with trained youth counselors and professionals engaged in activities with youth. Alongside the medrashia the youth activists operate a club which is led by the municipality; sports and fitness facilities, and various competitions are held and various cultural activities.

Most youth cooperate, and according to professionals this is the best way to treat such youth; with love. Unfortunately, not all young people collaborate and some are involved in incidents from time to time.

During the periodic / routine discussions with the police we have discussions to find the proper way to increase enforcement against those boys who do not cooperate with approbation. Instruction for youth activists and city employees is unequivocal; nobody is above the law and all activities must be strictly within the law.

Beitar Illit Municipality and its head are proud of the fact that there is not, and will never be, any provocation or a verbal confrontation, and certainly not physical, on the public transportation. Everything was done peacefully and with understanding.
Nissim Hadad was a municipality worker. In his role as a neighborhood activist with the youth Hadad did his job very effectively, and he was devoted with all his heart and soul for youth and often hosts them at his house, during weekdays, shabbos and holidays – these are youth who unfortunately their parents drove them from their homes. Sometimes he signed guarantee for their release, testified in court in their favor and helped them in every way possible. Hadad also arranged a meeting between representatives of the Netzach Yisrael battalion, when at the end some were recruited to the battalion. He also managed, as usual, with a pleasant and friendly atmosphere, to bring dozens of youths to frameworks of regulate learning and employment.

Unfortunately, a small number of boys sometimes violate the public order in the city and often attacked people, including women and children. False complaints filed against Hadad are nonsense and are made to divert public attention and police actions!

Hadad himself was often attacked by the same small minority of young people. The door of his house was set on fire, his car tires were punctured and his family was severely attacked. Hadad had never filed a police complaint against those criminal youth in order not to give them a criminal record and may cause them harm in their rehabilitation he so desires."
