A month after the elections and there is still not any agreed route on the horizon to set up a new government in Israel.

They show no flexibility in their demands in coalition negotiations, and Benjamin Netanyahu who is angry about their ruggedness hinted today: "Their strategy is not to reach a solution, but to reach a particular political outcome."
That is, they are not interested in Shas in the coalition and thus set an uncompromising standard of requirements on 'equality of burden'.
Benjamin Netanyahu, according to his associates, is showing signs of desperation and is tuning to the last choice – which is almost impossible to manage: a minority government.
According to the leaks, Netanyahu intends to form a minority government that would include the movement of Tzipi Livni, the hareidim and Kadima.
The coalition will then basically include 31 Likud-Beiteinu, six of the Movement, two of Kadima, Shas and United Torah Judaism.
According to this scenario - reported in Channel 2 and Channel 10 - Netanyahu counts on the fact that the parties are not interested in new elections and won't topple the government.
At the last stage, after the government will be stable, he will offer Naftali Bennett to join.
A major partner in the coalition of this kind, is Tzipi Livni and her party.
Livni is in constant touch with former Foreign Minister Avigdor Lieberman and by their understanding, she is expected to receive the justice portfolio, a role she has previously played in the government of Ariel Sharon.
Livni will get in addition a membership in the limited diplomatic cabinet and a high position in leading the political process.
Netanyahu also hopes that he could eventually bring into his government not only Livni, but also the Labor Party, and convince Sheli Yachimovich, that even within his government she can implement a social-democratic economy.
